2. Operational & commercial sanctions
- Business sealing: Under Section 40B, the Commissioner Inland Revenue may seal business premises if non-compliance continues beyond the statutory timeframe (often 2 months post-notice).
- Input tax disallowance: Buyers cannot claim input tax credits on invoices lacking a valid Invoice Reference Number (IRN) and QR code. This effectively blacklists non-compliant suppliers from the formal B2B supply chain.
- Fake invoice penalty: Issuing "fake" or "flying" invoices carries a separate penalty of Rs. 10,000 or 5% of the tax involved (whichever is higher).
3. Mandatory data fields (Section 23)
To be legally valid, every digital invoice must contain:
- FBR verification: Unique QR code, Invoice Reference Number (IRN), and FBR logo.
- Seller: Name, address, STRN, and NTN.
- Buyer: Name, address, STRN/NTN (or CNIC for unregistered individuals).
- Item details: Harmonized System (HS) code, Unit of Measurement, quantity, and rate.

4. Critical deadlines
